My telegram to Peking to-day.

We must be careful not to make the position of Inspector-General more difficult than it already is: and to make him, as a British subject, act directly contrary to wishes of the Japanese and American governments might well have this effect.

However I am asking O'Malley to clear up his precise status vis-à-vis Foreign Powers, on which the matter really turns, But meanwhile I feel much more satisfactory solution would be to bring America and Japan into line by action at their respective

capitals. Ends.
